Catching Tailor in the Swan River

Went fishing in the swan river yesterday. (Secret location)
And another guy that was fishing there caught about 12 Tailor and we caught nothing apart from blowies.
We were both using triple gangs (his were a bit smaller than mine).
Also we were both using half mulies for bait (his were a bit smaller than mine and his bait covered all three hooks my bait only covered 2 hooks)
We were bothing using no sinkers as well.
What was I doing wrong because I would like to know for next time I go there?

i was trawling in a small
i was trawling in a small blow up boat and got some under size tailor all returned though
also got a 25cm bream and a few 22 to 23 cm again returned

I reckon if you are fishing
I reckon if you are fishing during the day, use a 10 or 15 gram halco slice in the silver. Cast as far as you can, sink for about 2 second and wind back with rod tip near the water. Make sure you are winding pretty fast so the lure is doing all sorts of funny actions just under the water.
After sunset use the bait, cast out and let the bait sink about a foot. Then start winding slowly. If you let it sink anymore, blowies will nail your bait. When your bait starts approaching the jetty then pick up the pace as blowies hang around the jetty and start smashing your bait.

i was under the mount henry
i was under the mount henry bridge paddle arcross it
and back stoped at each pilon and tied up and fished for a while paddling inbtween was when i got the tailor
mind u on the way over to the other side there was a a big flock of birds hitting something on the surface ...
