the 'sound' as in Cockburn
the 'sound' as in Cockburn sound? you wont have an issue with swell unless it is a northerly and then no-one will be going! Wind waves will be another story and very uncomfortable in a tinny.
Jurien??? I would be very hesitant about going anywhere too far in a tinny at Jurien. Perhaps some locals can give better advice about what it might be like inside the islands???
weather sites? try seabreeze.com.au; willyweather.com.au; windfinder.com; and the most reliable of all is bom.gov.au (the bureau of meteorology)
Fish! HARD!

great score there mate
I've got a 3.9 dinghy and fish the FFB and beyond. I think it.s all about being sensable with conditions. Don't go out if the wind is expected to get up
Just ease yourself in until your confidence in the tub and your experience grows. My dinghy is quite seaworthy it's just miserable traveling in conditions that are a bit dodgy

I always use the live wind
I always use the live wind readings at rottnest on seabreeze. It can be dead calm on land but 20 knots plus at rotto. I always check before i head out, it gives a fair idea how it is on the water.

Pick your day's
Just pick your days right. I fished out of a 4.3 for many years and up to 10km out of mindaries or Rockingham. First i learnt how to manage the boat in the Sound, and quickly found out it can get very choppy and wet with a sea breeze even in sheltered water.
It didn't take long for me to realise that if there were any white caps it wasn't worth getting soaked. But if i was still keen i would go along the causeway and use it for shelter. Or if the wind was from the north i would go around to safety bay .
Try to team up with another boat sometimes , this will make you feel a bit safer and you could get some valuable info about how to deal with different conditions.
I watch all the weather sites and try to get an average, but even they can get it realy wrong. In the sound the swell won't be a problem most of the time, but at the ramp it can make a retrieve and launch harder .
I would only head out wide if i knew the weather was going to be good all day, and only if the swell was under 2m . Any swell over 2m can cause waves to break on shallow ground.
PS : The only spot that i have seen it break in the Sound is right under the causeway bridge ( coathanger ) or near the northen end of Garden island.
Cheers Grant .
