i'd go for a
shimano baitrunner 6500 ( if u can find one try ranger camping or bcf )matched to a good shakespeare ugly stick or penn power stick and filled full of 10kg mono as for bara lures the majority of the barra are taken on live mullet and herring ( cast et and net lic) i'd pack a lot 5/0 occie circles and al ot of 60 - 80lb leader material also around 20 x 20gram halcco twisties in chrome cos the giant trevs up there are unstopable try jigging around the big platforms anchored between the islands.

Don't know if you want a baitcast or spin outfit but a Starlo Stix SSX Squidgy Spin 702 Heavy:http://www.campbellsprotackle.com/store/product.asp?ID=4294
and a Shimano Symetre 4000FJ: http://www.campbellsprotackle.com/store/product.asp?ID=4669
This rod and reel comes in under your budget leaving you enough to spool up with some 20lb braid.
