It goes HF, VHF and UHF, but no VHR. The person is either pissing in your pocket or hasn't got a clue.

VHR is a German radio
VHR is a German radio station, or Virgin Hard Rock in the UK.
Perhaps an install a 3G Ipad into the boat so he can stream online?

Sometimes it helps to play
Sometimes it helps to play dumb and ask "what is the intended purpose of this VHR radio". It may give you a clue as to what they really want. As others have said HF/VHF/UHF are common.... never heard of VHR
