stainless steel?
had a friend that used to work in fish/seafood shop, used to use a bar of stainless steel soap?
i normally just allow the normal soap to rest on skin for 30 secs before rinse?

Exfoliation cream
The Mrs (honest) has some cream with sand in it. Brilliant for getting rid of the fish smell, only problem is getting rid of the lavender smell after you've used it.

Agree with Wal and his dog.
Never had a problem with fishy smelling hands that have handled tons of fish each day.
The only ones that made them pong was taking sharks off a longline that had been in the water for 6 days, you could smell them before they broke the surface, like bags of jelly, all we used was household detergent and lots of it.

Make sure you use cold water for a start so your pores are closed. A good question for Dr Chemical.

Truth be known
The truth be know, they probably brushed, wiped their nose with fishy hands and left some smell behind and thats what they imagine their smelling each time.
Mind you , when a bloke was a teenager, having a fishy smell to the fingers was like a badge of honour amongst the mates.
