I was unaware that it was a law, I actually thought it was just common sense that you would strap your boat down no matter how short the trip on a road but I guess different strokes for different folks.
Pages 334 to 336 are the relevant parts. Unfortunately it would seem if it's not tied down in a manner to prevent it coming off under any circumstance then it's deemed not tied down at all. Never new myself but there you go, dude on highway patrol got pinged for having loose off cuts of timber on the back of his Ute as they would fly in an accident.
It's classed as an unrestricted load, a complete hassle to deal with but they must be cracking down in light of recent events with boats coming off trailers blocking roads
It seems to be the latest revenue gatherer for our Govt. In some places POlice have been sen to sit near a ramp and stop people without tie downs on the boat.
The are known to book people sitting in a boat as it is driven to/from the ramp.... coz thats illegal too.

.. this last bit covers boats too.... in theory stuff in the bottom of a boat could fly out... ie its unsecured... so boats should be covered whilst traveling!!!!
A mate uses tie downs on his boat to travel 400m to his local ramp!!
Got mates over east that run cargo nets over their tinnies because they were busted for having unsecured items on the way to the ramp. I always use straps on mine but we've got it pretty good here

It's common sense, you lose your boat off the trailer and kill someone your liable. Have a look at the winch post on your 2 tonne boat, weak as piss. Stop in a hurry and that thing is not going to stop your boat being on your roof.
Even loose items by law need to be secured, it's the same as loads in utes need to be secured, boats are no different.
What Lefty said is 100% right and one other thing is your restraints must also be rated ie: if you are 3 ton you must have 3 ton worth of tie downs as with shackels at the draw bar

The biggest problem is the winch is not a means of great connection. Someone puts a "new stainless shackle" on the post that has no friction and promptly vibrates undone66.
The strap is good but wont necessarily stop the boat once its lost its connection to the post but additional post rope does. Dont rely on just a winch and a stainless shackle that vibrates undone.
The stainless shackle vibrates lose and the boat is swinging off the winch dog.
There are too many cars on the road now to not put a strap on. Save the grief of buggering the motor.
If people put a wire through their stainless shackles, there would be next to no boats launching off trailers.
The other issue is, tyres dont last like they used to. Blokes leave the trailer in the drive in the sun for two years then the old tyres with a max age of 5 years explode on Brand highway heading north.
So ive had a couple of people tell me over the weekend of weight checks going north in recent weeks, im more than comfortable that im within specs weight wise, however is there anyone on here that has any feedback worth sharing in regards to this topic? im heading north a couple of times soon and things like straps are completely new to me, ive never straped the back down!

One issue I had going back about 5 years ago, towed my boat down to South Perth from where I live in East Vic Park. Left the ratchet strap off and bounced over a Kerb on the way there. The boat jumped and the keel was wedged between the roller and the bracket, absolute pain in the ass to get it off the trailer to launch and stripped some ali off in the process. So apart from a safety aspect can cause all kinds of grief.
There was a case a few years ago where a person was in a boat that was not strapped down and when the boat was towed around a roundabout the boat flipped of the trailer and the person was killed.
A few years ago HM Customs had their patrol boat slide of the trailer when the strap broke coming out of water in Bunbury and they did not use the turnbuckles provided on their trailer. Fisheries were there and took some pics. And i told one of the crew that i wished i had my camera and he said he wished he had his firearm or his 50cal mounted on the boat
About 30 years ago I and family were travelling along the Gt Eastern Highway the other side of Southern Cross behind a MRD low loader when one of their spares slid of the trailer and rolled down the road. Luckily we we far enough behind to avoid an accident.
I remember seeing an unsecured load of plumbers PVC pipes slide of his roof rack at the West Pert subway heading towards Subiaco in peak hour traffic and remember thinking that it would take that cu** ages to clear up the mess.

In theory it needs to hold the trailer to the hull and so at least the weight of trailer rather than the boat.

Load restraint guide
Same as all load restraints on any vehicle or trailer.
Restraint required must be;
80% of the load for forward restraint
50% sideways and backwards.
20% upwards restraint

Strap off
Take the strap off before launching, only required for road travel.
The strap does help prevent the boat coming off the back but also helps prevent it landing on your car in an emergency situatation.
The restraints should prevent movement in an emergency situation, not just normal travel.

Straps
Use a strap that has a minimum rating of 80% of your total load weight and you are legal.
Having said that the price of a 5t strap is close to the same as a 2500kg strap.
If using shackles, equal or greater than total load.
If you have a chain at the front, it needs to be tight to be considered a load restraint.
But in general terms, a tight chain at the front and a strap across the back and you are good to go (all within ratings).

Wouldn't tie TOO tight
I tied our last 5.5m Fibreglass boat fairly tight to front bow eye to 4 wheel dunbier trailer and rear as well.
The trailer however flexes a lot... during the journey, subject to road conditions etc.
One year we got to Exxy and found that the stainless steel Bow Eye had snapped off at beginning of thread inside the boat.
These days I've got the front of my 7.2m Razerline chained down fairly tight at front and relatively loose heavier rope at rear.

I had to have minimum of 2 rated straps or they wouldn't load it.
