Easy
Shimano sustain 4000 (about $400)
oceans legacy pe3 slow element spin rod. ($300)
I seen basically the same combo towel up a good sized trout in about 14m of water only a couple of weeks ago on Exmouth.
both rod and reel are about the best bang for buck in your price bracket in my opinion

looks like an awesome
looks like an awesome setup...what sort of line would you spool that with. would that be suitable for fishing fordhueys etc, ordo you think you would have to go the pe4 rod?

I reckon
Spool it with pe 2 (probably ocea braid) and it would be near perfect.
and to answer whether it would knock over dhuies etc. majority of my metro jigging gear is PE 1.5 and that has knocked over heaps of Demersals. Remember also your leader is normally 35 or 40lb so the pe2 ocea braid braking strain is more than enough.
