Was looking in the fisheries booklet and says ammount of crays allowed to be kept at a residence is 18 but is that 18 per licence or overall as have 3 people in the household that have cray licences

Pretty sure you have an old booklet
Current booklet says the possession limit (including residence) is 24 crays. I interpret this as per licence.
However, here's a question. Once I get home, I "give" 8 crays to my wife. They are no longer in my possession. She doesn't have a licence, but there is no rule that you can't possess crays without a licence..just cant catch them'. Think of it this way...I catch 8 crays and give them to a mate from work ços he's a nice guy. I reckon there is no rule that says he can't lawfully have them.
So, my point is...I reckon you can have 24 x no. of people in the household and that would be legal.

as per a rec fishing rules,
as per a rec fishing rules, you do not need a licence to possess any fish, only to catch and land it.
Give a man a mask, and he'll show you his true face...
The older you get the more you realize that no one has a f++king clue what they're doing.
Everyone's just winging it.

it's clear as rob said that
it's clear as rob said that the limit is per person, this would apply to your 20kg of fillets also.
You are not allowed to sell or use rec caught rock lobster for any gain or reward (including barter or exchange for other goods or services)
so belly fish, your ok to give your wife the crays as long as you don't expect anything in return
I regularly go out diving with my wife, and we certainly have more than 24 crays in our freezer most of the time. Good thing my kids like crays as well.
