Every few months they review the moorings and who is allocated as authorised users.  If a mooring has fewer than five users the RIA will allocate additional users.  There is a waiting list but it depends on boat/mooring size. 

Regardless of which way you obtain you’ll still have to pay the application fee and annual fee.  Upside is that you can visit as much as you want and don’t have to pay visitors fees.
