guess it would depend of
guess it would depend of depth... I've got 15m of chain on my anchor, so if it were shallow would be hard to cut off. If really stuck i may not be able to motor it off either (Being a pick)
Depends on circumstances

A few years back we saw a few
A few years back we saw a few parachute flares set off around Strickland’s and since we were only a few nm off we shot in to help out. Upon arrival saw a 24ish ft glass boat with a stuck anchor and they had somehow jammed the chain with no slack. They were also pretty much in the breakers and each wave pulled the bow under fairly violently almost throwing them overboard. Was a pretty helpless and scary situation waiting for it to flip, snap the sprit, pull up terra Australis, one of them to lose an arm etc, either way If I were them I would be wanting someone close by.

70 metres
Got a call for assistance from a 50 foot ferro cement yacht with a heap of backpackers and an inexperienced owner/ skipper on it over near the islands in 50 metres of water. The engine had packed it in and they didn't know how to put sails up, anyway after much discussion between me, skipper and water police it was decided for us to tow them in. Problem was that they couldn't raise anchor [brand new 50-60lb sarca], start generator and cut chain [brand new] after sticking a heap of rope and floats on it.
To my knowledge is still out off Red Cliff bay.

Anchor
Seems pretty silly to call out sea rescue under the circumstances, unless as in Milsey's example they had chain locked on the winch and couldn't free it, or had a dead engine and were in a situation where they would drift into danger if they cut the anchor rope. Otherwise cut the rope as low down as possible and head straight for home unless you have a spare anchor and rope on board (I carry a spare always).
About 8 years ago a mate and I were anchored in Thompson Bay on the Bathurst Point side of the ferry jetty having lunch. There was enough swell to have Transit Reef breaking well and a guy in a sizeable Bertram headed out of Thompson's across the normally quiet but shallow passage close into Bathurst Point. As he crossed the shallows of Transit he timed it perfectly and ended up being hit by a set. Crashing through the set, his anchor bounced out of the bowsprit and suddenly he had anchored himself in the middle of the break. Lucky for him, he managed to get it up before his boat was rolled. Suspect he will be more careful next time!

Just sounds like another
Just sounds like another story of inexperience and slight panic. level head needed in any situation like that. That's why there's no beer on my boat until trailered. Not saying they did, that's just the way I operate. Like tim-o said easy fix just cut the fucken rope.
