Speedo
Is it the speedo or the gauges that are playing up
My suggestion is go to the wreckers and get another one and swap it out

I had a 1990 4runner
I had a 1990 4runner (R.I.P) that had a similar issue and it was something to do with the cable at the back of the gauge or the cable itself, you had to take the whole dash apart to fix it. I just drove off the tacho for 10 years and from then on, I never got another speeding fine (in that car)

At a guess there is probably a transducer or something electronic hanging out of the transmission that is rooted I'm doubting it is cable driven ?
My spots are so secret even the fish don't know about them !

Gq
Electric speedo on GQs,
Might pay to pull the plug off the back of the gearbox , check the wiring and clean it up then put it back on,

The only thing electronic on
Your probably right, im far from an expert but at the time I thought the only thing electronic on my 4runner was the digital clock! They are such a beast those toyotas and no doubt played a big part building toyotas reputation

Cable or electronic ?
Elec try resetting the faults on the computer.
Cable could be that you have some teeth missing in the drive cable .
Have a holden calis
The mech tried to hit for $350+ for a faulty fuel gauge, said he had to pull the whole dash out etc, etc.
Reset the faults on the onboard comp 2min job ,all good now .
