you certainly can on a
you certainly can on a commercial vessel so I cant imagine why not on a rec boat
Give a man a mask, and he'll show you his true face...
The older you get the more you realize that no one has a f++king clue what they're doing.
Everyone's just winging it.

You can as long as the person holding the skippers ticket stands nearby and sobre! Similiar scenario to teaching an L plate driver

Yes
you can - which I find a bit odd, but unless they changed the laws recently - that is the case.

Training
Yes you can let someone else drive the vessel as long as you are sober and within earshot. It is always a good idea to have others drive the vessel so they get familiar with it.
We have had a few instances where something has happened to the skipper and the crew do not even know how to start the vessel or use the radio.
A few years ago a husband and wife were returning to Freo from Rotto. The husband fell overboard in rough sea and the wife did not know how to stop the boat, drive the boat or use the radio. It was a couple of miles before she could stop the vessel. He was never found.

Yeah I reckon a good
Yeah I reckon a good initiative, I'm slowly training the boys up to do the lot, I want other confident people on the boat if the shit hits the fan. And one day I can sit back and enjoy the beers

From the Transport WA website
"Only the person-in-charge of the boat (the 'skipper') needs to have an RST, but he or she must have it with them the entire time the boat is in operation. The skipper is responsible for what happens on the boat during the voyage, but this doesn't mean that he or she must be at the wheel the whole time."
