Probaby a dumb question - sorry in advance

I've seen a number of what looks like big "hills hoist clothes hangers" in the river. usually around clubs of some sort. In the water, half falling over. pipes hanging from them.
What are they for?

Used as slalom practice is my guess. I know they have a setup like that down in Mosman Bay.
