dinghies stored along the swan river foreshore ?

what's happening with dinghy storage along the river foreshore ?
I thought i heard that some areas like peppermint grove have removed dinghies being stored on the foreshore, and people need to use kayaks and inflatables to access boats moored in the river ?
Is that going to happen for all areas or is it different for all the councils ?
In some river parks i can see there being space for dinghies, but along many parts of the river dinghies do get in the way of river access if you are walking or going for a fish from shore

It looks like atm it is a council by council thing, but I think in time dinghy storage on the riverbanks will fall by the wayside.

So it looks like there are plans to try and makes some general rules regarding dinghy storage....
So the councils are responsible for keeping the foreshore parks maintained, so who is responsible for cleaning rubbish off the river beaches ?
Also if the river beaches or foreshore area is being damaged by dinghies who then makes the decisions as what should be done ?
