Sadly, there are types in the community who do not respect anything and who get a "kick' out of seen the damage and inconvenience they can cause reported in the media.

These types are not worried about getting a criminal record or anything the court system can (and should do to them) do to them. Just looking at the age of some people who are caught doing graffiti is a bit of a shock some of the ages are quite surprising in their late 20s in some cases.
But still just big kids.

Whilst capital punishment has been abolished (more the pity) it may just be the time to re-introduce a form of physical punishment (not public) which will certainly leave an impression on the perpetrator as well as a few marks.

 The ideal punishment for those kinds of people is to get them to manually repair the damage, eg: sanding back and repainting.  That will hopefully make them appreciate things in life.

Sadly its not the first time something like this has happened and no doubt will occur again.
Think back about 6-7 years when some young mongrels lit a fire on Carnarvon's jetty, resulting in about an 80 metre section being burnt out. It took many years to get the funding to fix the gap but by then most of the suspect piles that were listed for replacement rotted through and with no money left to fix the end section still closed to the public and will be for a long while in the future.

I went to my local mitre ten shop to get a few bits and pieces and whilst waiting in the queue at the cash register.
My eyes focused on a board with ten or so large colour pictures of people who had been caught on camera shop lifting.

Written across 4 of these pictures where the words caught due to pictures on social media. I thought what a great way to get the photos out into the public arena, and it produced a good result and, prosecution for shop lifting.

I remember when the best land based placed fishing platform in wa got burnt down the end of the iconic 1 mile jetty at carnorvon coppers know who did it but have never done any thing about it

Every-one knows who burn't the Busso jetty back in 1999 but no investigation by police hence no charges laid and the perpetrators walk around town with their chests puffed out blaming fishermen for it.
