If it was an overnighter
If it was an overnighter they could be going by the fillet limit.
Does anyone know where the love of god goes, when the waves turn the minutes to hours?

If thats the case that seems a rediculous amount of fish and that should be looked at?

Depends
what you call 'down south'. The closure zone ends at Black Point, anywhere East of that point your subject to the standard bag limits.
Check this out. http://www.fish.wa.gov.au/docs/pub/WestLimits/westcoast_rules_2010.pdf

Yes
2 high risk demersals per day of which only 1 can be a Dhufish. Then you can reach a personal limit of 7. Made up with a combination of other fish within there designated bag limit.
Be pretty hard to get the right combination to legally have a full limit for even 3 anglers, unless you got a heap of KG's or skippy.
