just curious as to where the best place would be to do it and what the cost is roughly

I found Carl quite good at Skippers Ticket Training WA. Loated at hillarys, firm but fair and offers additional assistance after you purchase a boat.
You need to read the book, he then delivers a training nsession, followed by an exam followed by a practicle assessment.

I used My Deckie in Hillarys and Paul was great.

Whitfords sea rescue don't do it anymore
We don't do them anymore.
Suggest when you do enquire you ask if they actually leave the marina and take you out to the open ocean.
When on duty we watch the various boat schools and they don't even leave the Hillarys Marina. They do a couple of man overboard test, get you to bring the boat along side a jetty and that's it.
Very poor in my opinion.

Always been about basic colregs, operating skills, some etiquite and thats about it.
Ive never done it though I must admit.
Heading outside the harbour is great, but how long for and what are you going to learn on a glassy day that doesnt involve a week of tearing around.

Spot on there Rob and the ticket is likely more to do with govt regulation rather than safety but in saying that some basic safety does have to be learnt as part of the ticket not that you'd know on the Swan River on a public holiday
I was personally left wanting after the ticket and thought that the ticket should at least cover launching and retrieving, basic trim operation (hard to do in a harbour and you do learn this one quick), flare operation and EBIRP testing.

should have a 1 year
should have a 1 year restriction on them , with a p plate type licence to only operate a tinnie or dinghy up to 4 metres and 20hp for the first 12 months
in the open ocean , with a beach launch and some rowing skills thrown in
sort of log book style for say 50 hours

No doubt Hezzy, just a cheeky response to walloped but he is onto something re boat owners in the 'olden days'.
I'd take a stab that prior to the last 20 years a lot of boat owners would have grown up around boats and gained experience before purchasing their own boat and in recent times there's been an influx of boat owners completely new to boating so a basic level of competency was introduced.
