Try the metro beaches
Pretty hard to get away from the blowies to be honest. To avoid them the beaches are probably the best bet. The north metro beaches usually fish well for tailor and bread and butter species.
If your not wanting to go beach fishing, it's pretty hard to go past somewhere like the north mole. You can flick out small baits of mulie pieces, prawns even bread on size 8-12 chemically sharpened hooks for a variety of small species. Gardies in particular are everywhere at the moment.
You could try using an unweighted burley cage, about 60cm of line to the hook. Small baits are the key I find to catching gardies. Make sure you use berley as well.
However, anywhere you find structure such as a jetty or rocks you can expect to find blowies. You just need to persevere and take the good with the bad! (or fish at night!)
Good luck!

Hmmm where to get away from blowies and catch a fish?
As Buschy said the beaches are a good option. Personally, I would try somewhere like Cottesloe Groyne.

Always worth a fish down that way
The south west coastline offers a plethora of fishing options. Try a few searches on this site and you will get some great info on some of the best spots to try.
