Down south between the capes anyway, up to a foot in some areas taking salmon/tailor lures and poppers.

 The reefs out from hillaries

The reefs out from hillaries are loaded with them through small metal lures into the reef and wind pretty fast back. It helps to burley the area also.  Or if you have a kayak you can jist troll around that area with small swimming minnows works well.

Where are you looking to target them?

This is on the boat or kayak. But you'll get them on both walls if you burley up enough, just use a burley cage small hook and prawns and squid for bait and you should get some.

Danno is right. I have been checking out the Marinas from Mindarie to Freo for squid etc and have seen plenty of Herring/yellowtail at each and bucket loads of Skippy. Burley is the key.
