I tend to disagree with the comments relating to "trying their luck" or "getting away with it"
I think it's every fishos or spearos responsibility to promote sustainable and responsible fishing and doing it as part of their core belief in "doing the right thing".
Personally I try and promote this culture on my boat and I understand it's not something that will change overnight.
The return of fish with severe baratrouma or fishing everyday with the attitude to "bag out" may be the first steps needed.
Heck even remove the minimum size limits.. crazy thought I know but could have some longer term benefits.
