I go often to bali and have been a few times fishing and have had no success.

Hey James I go to bali regularly too, was talking to a mate late last year and he got talking to the guys at kuta beach they ferry surfers out to kuta reef in outrigger boats, this guy he was talking to said he would take them fishing, a bit primitive but they booked with him for the next day he took them down to illawatu on the outrigger and they caught wahoo and dollies. They had a great day and it was cheap too.
There are quite a few fishing options but to have a good chance of catching a decent fish you either need to travel out of Bali and/or spend quite a bit of $$$.
My easy suggestion would be to get over to Nusa Lembongan for a few days and from there organise a local boat to take you trolling. The cost will be about $50 to $100 depending on the boat and how long you go for. Possibility of catching Tuna, GT's, Spaniards, and if your very lucky a Wahoo or Mahi Mahi.
I saw a nice GT landed from one of the remote beaches over there a couple of weeks ago too.
Nusa Lombongan is a nicer place than Bali also.
If you don't want to leave Bali there is a guy in Tuban near the airport who can take you trolling in a local outrigger for about $120 or $150 or thereabouts.
All of these guys will have older style trolling setups but I would suggest bringing your own lures (X-wraps, Laser pro's) and some traces or leader line.
Bottom fishing here is largely a waste of time unless you go very deep for red snapper etc but it's reliant on the currents not being to strong.
Fishing in Indo is sporadic and not comparable to up north but good fish do still get caught here by the persistant and or lucky.
