Most outboards you couldnt
Most outboards you couldnt get a torque wrench on them anyway.
Nuts? Most outboards are bolts, but grease/lube them anyhow and especially the water pump bolts
The Jap ones are 14mm head, 10mm thread from memory on smaller outboards.
Nip up and check after the first run.

Sorry, Im not sure what you are referring to.
None of the outboards I have ever worked on have had bolts with nuts holding the lower leg on, only either bolts into a thread or a stud with a nut on where the anode/tab goes.

Torque Setting
If it is a bolt that's fitted (not a stud), the head should have some sort of grade marking or symbol on it to identify it. This can be cross referenced along with the thread size to find out a torque value from a torque chart online. Hope this helps a little.

Just put a bit of boating
Just put a bit of boating grease or lanolin on them and do them up till they are tight but dont go stupid as its into aluminium. No product on the anode bolt it needs to be clean to conduct. The gear shifter shaft I think they have one with a lock nut you have to loosen and screw off the join.

Bolts
Ps I've also had my leg off to the water pump, different motor though. Think my bolts were M12, didn't worry about using a torque value when tightening them up. Just pulled them up even and did a pass over them at the end to ensure they were all tight.

If your doing your own
If your doing your own impeller also check your thermostat at the same time. They get a bit of corrosion on them and do fail. Pull it out and clean it and the housing. If they fail open they will run cold which is not good for the motor. Causes oil dilution, fuel will get into the sump. You will see the motor makes oil and smells like fuel.
