No RST means you need to stay at 6hp or less, not 8hp. Sorry I don't know the penalty but I know the rule as I've been researching for the boat I'm buying tommorow.
You can get a RST for $99 but it's a short course & I would think a more comprehensive course would be better if you don't have any previous boating experience. A comprehensive course will set you back about $250 & I believe it takes place over several days. Either way, I'd bet on the penalty being equal to or more than the ticket would cost you & the things you learn in a comprehensive course might just save your (or someone else's) life.
