Not Suspicious?

Ok, so some poor dude gets found dead in the water off Trigg with his hands and feet bound and the police say it's not suspicious. They obviously know more than me, but if that's not suspicious, then what is?

how's this for the
how's this for the scenario.
The person leaves a note, tells other people that he is suicidal.
Goes for a swim or paddles out on a board with some cable ties. Ties his feet, then hands to make sure he cannot change his mind.

The Demons must have had lots of evidence or witnesses to call it as not suspicious so quickly.
If there was any doubts about it they would have been milking the case for as much OT as possible.

every week !! A person to do that must have been
pretty desperate !! Drowning would not be nice
