new outfit for my birthday

in the next month my birthday is coming up and im interested in getting from my parents a new outfit for fishing off the rocks at marinas and jettys for bread and butter etc and was wondering if you guys could tell me what im looking at for under $200
some suggestions would be much appreciated
I have looked at the penn captiva and silverado combos as they are quite cheap but dont mind going up to $200

For the budget
Rods - IMO it comes down to an easy choice of 2: Shimano Starlo Stix or Berkley Dropshot. Both composite rods and you should be able to get either for $80/$90. Get something in the 2 - 4kg range, 2 pieces (easier to transport) and between 6' - 7'.
Reels - Whats your preference? Shimano Symetre or Penn Applause would be good values reels. If you can nudge the budget, Daiwa Exceler Plus is a beauty, as too is the Penn Affinity. Get something in the 2000/2500 size range.
