Scalies
This may sound silly, but as they are all the same species, and scalies at that, could they have been dumped/fallen from the boat that commecially nets them off Fremantle?
I did then the best that I knew how. When I knew better, I did better.

Snorkelling
Have snorkelled down there a bit over the last few weeks and have been amazed at how many bait fish have been there. Countless numbers there just off the beach for weeks on end, pelicans too full to fly away. Lots of green algae weed there as well that isn't normally around. Not sure what the cause is but doesn't surprise me that loads have washed up, they were so thick that you couldn't see the bottom snorkelling in 2m of water.
Cheers,
BD.

One wonders
Not flash, doubt the public will ever see the results of why it happened from the sampling.

Maybe because they were so
Maybe because they were so thick they consumed all the oxygen in the water in that general area...it has been hot and calm conditions so that would slow the oxygen entering the water

I’m inclined to go with gillyL
I think gillyL take on the situation has merit, if fisheries have taken a sample to find out the cause maybe they will have taken onboard lessons from the last fish kill in the sound (remember the snapper kill) and get the results out to the public in a timely manner to stop public concern becoming bigger than it needs to be.

Saw scalies acting very strange this morning up at horse beach, flipping out of the water and doing circles on the surface on their sides, looked like they were suffering to be honest.

That's exactly what I also
That's exactly what I also observed at Palm Beach Jetty on the second night, before the scalies were washed up onto beach the next morning.
People on the Jetty were making comments ,like the fish were "going crazy". Doing excactly as you have describe.
I wasn't sure if it was normal, and thought maybe the lights from the Jetty were effecting them, not so sure now.

i know this might sound
i know this might sound crazy but would the water in the sound be too salty for the scalies to handle. i have seen on tv docos about the affects of high salt contend making fish go into what was described as a toxic shock.
