Torqs right, if you are fishing for something that doesnt have its own licence (crays abs etc) in a powered boat then someone must have a valid licence on board regardless of C&R.

I disagree, from memory you can catch and release if you don't hold a RFBL. Hence how two fishers can be onboard with only one lisence.

Haven't actually looked it up...
...but as we were leaving Pt Peron ramp last week, fisheries wanted to see my license before we even started, so I'm just going by that.
You can have two or more fishers on board with just the one license, as long as they stick to a single person's bag limit.
